What makes a Pokémon Legendary?
Legendary is an official designation from The Pokémon Company, not a stat threshold. A Pokémon is Legendary because of its role in the story and world, usually as a one-of-a-kind creature tied to a region's myths, and it is treated as extremely rare inside the game.
In practice Legendaries share a few traits: they tend to appear only once per playthrough, they cannot breed like ordinary Pokémon, and they usually carry high base stats. But the label itself comes from the designers, which is why a strong non-Legendary can still out-muscle a weaker Legendary on raw stats.
Legendary vs Mythical: what's the difference?
Mythical Pokémon are a separate, even rarer category. Historically they could only be obtained through special events and promotions rather than caught in the normal game, whereas most Legendaries can be encountered somewhere in their games.
